Gutte targeted savings bank accounts of beneficiaries of social welfare schemes such as Sanjay Gandhi Yojana, Shravan Bal Yojana, and Indira Gandhi Old Age Pension Scheme. The scam was discovered after the head and divisional office instructed to monitor high-value withdrawals. Gutte initially refunded Rs 2.58 lakh and later returned another Rs 59.50 lakh after admitting his guilt during the investigation by the postal department.
