Border Patrol Officer Serial Killer Confesses to Murdering Four Women in Laredo
Juan David Ortiz, a former United States Border Patrol officer, has confessed to the murders of four women in Laredo, south Texas. The shocking revelation came after Ortiz was arrested on September 15, 2018, on murder and assault charges.
Ortiz, born on May 22, 1983, had served as a Navy veteran and worked as a hospital corpsman before joining the Border Patrol. Public records indicate that he had received specialized training in investigating and intercepting narcotics and human trafficking offenses. Prior to his arrest, there were no significant disciplinary actions against him.
According to his taped confession, Ortiz targeted his victims while he was off-duty as a Border Patrol officer. His modus operandi involved driving the women outside of Laredo city limits and shooting them in the head after they had exited his white Dodge pickup truck. All five victims were picked up by Ortiz from San Bernardo Avenue, a downtown area notorious for prostitution. He then transported the victims to rural parts of Webb County and allegedly shot them in the head. The first victim identified was Melissa Ramirez, a 29-year-old mother of two who had turned to sex work after struggling with drug addiction. Ramirez was shot three times in the head and her body was found the next day, clutching a bag of M&Ms.
The second victim, Claudine Anne Luera, was a 42-year-old mother of five who had fallen into a life on the streets. She was shot multiple times in the head after accusing Ortiz of being seen with the first victim. Although she was found alive, Luera succumbed to her injuries at a hospital later that day. The police found matching shell casings from both crime scenes.
Ortiz’s third victim, Erika Peña, managed to escape after being held at gunpoint. Peña alerted a Texas Department of Public Safety trooper, leading to Ortiz’s arrest. However, he had already killed two more victims, Guiselda Alicia Hernandez Cantu and Janelle Ortiz.
While details about the last two victims are scarce, District Attorney Isidro Alaniz described Janelle Ortiz as transgender. Ortiz confessed to shooting her in the head and provided investigators with the location of her body. Authorities found her remains behind gravel pits.
It is unclear why Ortiz carried out these heinous crimes. Police affidavits revealed that he had made cryptic posts on Facebook, suggesting that he was prepared to engage in a confrontation with law enforcement and was looking to die.
Juan David Ortiz was convicted of all four murders and sentenced to life without parole on December 7, 2022. The United States Border Patrol has emphasized that Ortiz’s actions do not reflect the agency and he has been indefinitely suspended without pay.
