Biden Administration’s Lease Sale Restrictions Threaten American Energy Security

The Biden Administration’s recent restrictions on lease sales in the Gulf of Mexico have raised concerns about the future of American energy security. The American Petroleum Institute (API) has criticized the administration for prioritizing campaign promises over meeting the country’s energy needs.

API’s Vice President of Upstream Policy, Holly Hopkins, expressed disappointment with the announcement. She argued that the new restrictions, which remove over 10 million acres from lease opportunities and impose unjustified limitations on oil and gas vessels, undermine the purpose of the lease sale. Hopkins believes that these restrictions unfairly target the oil and natural gas industry, without accounting for other vessel traffic in the area.

This move by the Biden Administration has left energy developers in a state of uncertainty, with no scheduled offshore lease sales in sight. Such actions defy the Congress-mandated Inflation Reduction Act, jeopardize energy security, and fail to fulfill the administration’s energy obligations to the American people.

For the past 45 years, the Department of the Interior has been required to develop a five-year offshore leasing program that caters to America’s energy needs. This program includes a schedule for regular lease sales, particularly in the Gulf of Mexico. However, it has been over a year since the Department allowed the five-year program for federal offshore oil and natural gas leasing to lapse without an immediate replacement.

The Gulf of Mexico is known for producing some of the world’s lowest carbon intensity barrels. By restricting production in this basin, the Biden Administration may inadvertently lead to an increase in carbon intensity barrels being sourced from other parts of the world.

The impact of these restrictions on energy production is significant. The Gulf of Mexico federal offshore oil production alone accounts for 15% of total U.S. crude oil production, while federal offshore natural gas production represents 5% of total U.S. dry production, according to the U.S. Energy Information Administration (EIA).

Additionally, concerns have been raised about operating recommendations that impose burdens on operators and increase emissions from vessels. The adoption of nighttime and low visibility restrictions could reduce transit windows by approximately 50%, forcing the industry to juggle governmental recommendations against the safe and efficient servicing of ongoing operations.

It is important to note that these restrictions primarily target oil and gas traffic, despite the Gulf of Mexico being a heavily used maritime area by various industries. Thousands of vessels traverse through this region daily.

The Biden Administration’s lease sale restrictions have sparked a debate between those who prioritize environmental concerns and those who emphasize energy security and economic growth.
