August 16 marks the fifth death anniversary of Atal Bihari Vajpayee, a renowned political figure and the first non-Congress Prime Minister to complete a full term in India. His legacy as a visionary leader and strategic thinker has not only shaped the image of the Bharatiya Janata Party (BJP) during his tenure but has also played a significant role in the party’s remarkable return to power with an unprecedented majority a decade later.

Vajpayee’s leadership was marked by his ability to navigate the complexities of coalition governments. He understood the importance of personal relations in politics and continued to represent the Government of India even when he was not in power. An excellent example of his adept leadership was his successful representation of India at the 1994 Geneva delegation as the opposition leader, effectively countering a resolution challenging India’s sovereignty over Kashmir.

Throughout his political career, Vajpayee served as a member of the Lok Sabha ten times and was elected to the Rajya Sabha twice. Breaking the Congress party’s dominance, he became the first non-Congress Prime Minister of India to serve a full term. Vajpayee firmly believed in maintaining ethical standards in politics, understanding that the support of the people relies on practicing the right kind of politics.

Vajpayee’s famous slogan, Jai Jawan, Jai Kisan, Jai Vigyan (Hail the Soldier, Hail the Farmer, Hail Science), reflected his commitment to the welfare of soldiers, farmers, and scientific progress. His approach to governance was characterized by collaboration, as evident in his ability to successfully lead a government composed of 24 diverse parties.

One of the defining moments in Vajpayee’s political resilience came in 1996 when the BJP, after four decades in the opposition, formed a government with him as the Prime Minister. This was the first time Vajpayee held the position. Though the BJP emerged as the single largest party in the 1996 general election with 161 seats, it lacked the majority required to govern. Vajpayee, knowing he couldn’t prove his majority, chose to move a motion of confidence in the Lok Sabha, which eventually led to his resignation after 13 days. However, this move opened doors for coalition politics in the years to come, as Vajpayee aimed to remove the untouchable tag often associated with the BJP. He successfully formed alliances and collaborated with various regional parties, paving the way for the National Democratic Alliance (NDA).

Vajpayee returned to power as the Prime Minister for the third time on October 13, 1999, leading a coalition of 13 parties. This time, his government completed its full term of five years, making him the first non-Congress Prime Minister to achieve such a feat.

Under Vajpayee’s leadership, the Indian government made significant decisions that transformed the nation’s political landscape. He focused on enhancing the country’s infrastructure, introducing initiatives like the Golden Quadrilateral scheme that connected major cities, and the Pradhan Mantri Gram Sadak Yojana that strengthened rural connectivity. Additionally, Vajpayee championed the fundamental right to education for all children in India.

In terms of economic development, Vajpayee’s initiatives paved the way for future growth. His government unveiled the New Telecom Policy, which prioritized the liberalization of the telecommunications sector. This move reduced government intervention and promoted competition, leading to a notable reduction in tariffs and improved service quality. Vajpayee’s policies positioned India as the second-largest smartphone market globally, with projections indicating its potential to surpass China in the foreseeable future.

Another significant measure implemented by Vajpayee was the Fiscal Responsibility and Budget Management (FRBM) Act of 2003. This legislation aimed to promote fiscal discipline and resulted in substantial savings for the public sector. Furthermore, Vajpayee’s government established export processing zones, information technology parks, and industrial parks, setting the foundation for the successful implementation of the Make in India campaign in subsequent years.

Despite his achievements, Vajpayee’s India Shining campaign faced defeat in the 2004 elections. However, it served as a foundation for the NDA to build upon, leading to their return to power a decade later.

Atal Bihari Vajpayee was a true statesman whose leadership transcended party lines. His contributions to Indian politics and the nation’s economic development continue to leave an indelible mark. As we commemorate his fifth death anniversary, his legacy as a visionary leader who transformed Indian politics remains firmly intact.
