No other president has come close to matching this accomplishment. However, President George H.W. Bush saw a decline in fill rates, adding just 15 million barrels due to various factors, including the capacity limitations of the SPR.

President Bill Clinton became the first to actively use the SPR to combat high gasoline prices, depleting 9 million barrels during his first term and selling 25 million barrels during his second term. President George W. Bush announced a goal to fill the SPR up to its 700-million-barrel capacity, adding 135 million barrels during his first term and an additional 26 million during his second term. By the time Barack Obama took office, the SPR stood at its peak of 727 million barrels.

During Obama’s presidency, the SPR saw fluctuations. He depleted 7 million barrels during his first term, and by the end of his second term, the level had decreased by more than 30 million barrels. President Donald Trump saw a net decline in SPR volume, and by the end of 2019, the level fell to 635 million barrels.

President Joe Biden inherited an SPR with 638 million barrels. In response to rising gasoline prices and the Russian invasion of Ukraine, he initiated the most aggressive drawdown in the history of the SPR. Within his first two years, 266 million barrels were drawn down, and an additional 25 million barrels have been sold in 2023.

It is worth noting that with the exception of Trump, Republican administrations have tended to increase SPR levels during their terms, while Democrats, other than Carter, have often seen decreases in SPR levels.

As the SPR’s current volume continues to decline, it becomes imperative to evaluate strategic decisions regarding its future. The SPR plays a crucial role in the nation’s energy security, and each administration’s actions shape its trajectory.

The history and politics surrounding the SPR showcase the interplay between fluctuating gasoline prices, global events, and measures taken by US presidents to address energy concerns.
