Growing Threat: Foreign Hackers Target U.S. Space Industry, Urging Vigilance

Leading agencies within the U.S. counterintelligence have issued a warning to the American space industry regarding the escalating danger posed by foreign intelligence entities attempting to steal valuable research and trade secrets. The Federal Bureau of Investigation (FBI), the National Counterintelligence and Security Center (NCSC), and the Air Force Office of Special Investigations (AFOSI) have emphasized the need for companies to remain vigilant against cyberattacks and other strategies employed by foreign actors seeking access to the U.S. space industry.

The primary foreign intelligence threats identified by U.S. counterintelligence officials are China and Russia. This warning comes at a time when the U.S. space industry is investing billions of dollars in the development of new rockets and emerging technologies, rendering it an attractive target for malicious foreign entities.

In a concise two-page bulletin, the aforementioned agencies have outlined the various tactics that these foreign entities employ, including strategic investments through joint ventures and acquisitions. The bulletin also cautions companies to exercise caution when entertaining facility visit requests or encountering attempts to gather confidential information during conferences. Furthermore, individual employees are at risk of being targeted through recruitment efforts, which may involve offers of travel abroad, lucrative consultancy work, or payment in exchange for proprietary information.

To address these pervasive threats, the agencies urge companies to promptly contact the FBI or AFOSI if they suspect targeting. They also recommend establishing comprehensive insider threat programs to extensively vet individuals in sensitive positions, and closely monitor any unusual incidents that may indicate potential espionage activities.

China has long been accused of targeting U.S. space knowledge through cyberattacks and various other means. In a prominent case in 2019, a Chinese national was sentenced to 40 months in prison for conspiring to unlawfully export military- and space-grade technology to China. Although the Chinese government maintains that its space program is focused on peaceful purposes, U.S. military officials express concern that Beijing recognizes the crucial role of space in its military strategy.
