Delhi Government and Municipal Authorities Receive Praise for Stray Dog Sterilization and Vaccination Efforts

The Delhi government and municipal authorities in India have been commended for their noteworthy efforts in sterilizing and vaccinating stray dogs. In a recent court order, the authorities were recognized for effectively performing their statutory duties and diligently carrying out the crucial public function of controlling the population of stray dogs.

The court took into account a status report provided by the Municipal Corporation of Delhi (MCD), which revealed that over 59,000 sterilizations were conducted in the year 2022-2023. Furthermore, between April and June of 2023 alone, 12,244 dogs were sterilized. This demonstrates a proactive approach to curbing the increase in the stray dog population.

Similarly, the Delhi government informed the court that more than 63,000 stray dogs were vaccinated against rabies in the year 2022-2023. While this number was slightly lower than the previous year’s figure of 85,979, it showcases the ongoing commitment to immunize these animals and prevent the spread of rabies.

To support these efforts, the government ensures that anti-rabies vaccines are readily available throughout the year, free of cost, in all 77 veterinary hospitals equipped with appropriate cold chain facilities. These facilities not only cater to the vaccination needs of stray dogs but also extend their services to pet dogs and community-owned dogs.

Petitioners, Conference for Human Rights (India) and Triveni Apartments Welfare Association, acknowledged the importance of regular sterilization and immunization programs to control the growing population of stray dogs. However, they contended that the Animal Birth Control (Dog) Rules, 2001 were not being fully adhered to by the authorities, resulting in a rapid increase in the stray dog population and a subsequent rise in dog attacks.

This balanced perspective from both the authorities and the petitioners highlights the significance of effective and consistent sterilization and immunization programs to address the issue of stray dogs in Delhi. By complying with the Animal Birth Control (Dog) Rules, 2001, the government and municipal authorities can work towards achieving a sustainable solution to this ongoing problem.
