Foreign Ministry: Bou Habib leaves refugee repatriation committee as travels loom

Lebanon’s Foreign Ministry has reassured the public that plans for repatriating Syrian refugees will still be followed, despite caretaker Foreign Minister Abdallah Bou Habib stepping down from leading the committee due to upcoming travel. The ministry responded to speculations that Bou Habib’s decision was linked to recent foreign developments, particularly a resolution passed by the European Parliament. The resolution, which addressed various issues in Lebanon, including the presence of Syrian refugees, sparked controversy among Lebanese politicians who believe it encourages refugees to stay in the country.

The European Parliament’s resolution does not explicitly call for Syrian refugees to remain in Lebanon, but it highlights that the necessary conditions for a voluntary and dignified return are not yet present. This position aligns with that of the international community and rights groups, who have raised concerns about the risks faced by returnees, such as military conscription, homelessness, detainment, and forced disappearances upon reentering Syria. The resolution also calls on Lebanon to refrain from expelling refugees, imposing discriminatory measures, and inciting hatred against them.

The Foreign Ministry clarified that the role of the Minister of Foreign Affairs concerning displaced Syrians in Lebanon is to engage in diplomatic and political contacts with Arab and other friendly countries, in coordination with the caretaker Prime Minister. While Bou Habib will not be leading the committee on repatriation due to his extensive upcoming travel, the ministry assured that the designated authority will continue to handle the technical aspects in coordination with relevant ministers and agencies.

The European Parliament’s resolution has faced strong criticism from Lebanese politicians who advocate for the repatriation of Syrian refugees. Caretaker Social Affairs Minister Hector Hajjar criticized the resolution for supporting the idea of keeping refugees in Lebanon. Similarly, caretaker Minister of the Displaced Issam Charafeddine called for an emergency cabinet meeting to respond to this arbitrary decision by the European Parliament, emphasizing that Lebanon rejects being treated as a European colony. The Kataeb party and the Lebanese Forces have also expressed disappointment with the resolution, highlighting the need for a clear roadmap for the return of Syrians and suggesting the transfer of refugees to other countries.

Fady Alameh, a member of the Amal Movement and head of Parliament’s Foreign Affairs committee, expressed surprise at the content of the European resolution. Alameh emphasized the importance of involving the Lebanese and Syrian governments, as well as the Arab League, in finding a solution that ensures the safe and voluntary return of displaced persons. He rejected any xenophobic discourse and emphasized the need for a balanced approach.

The situation regarding Syrian refugees in Lebanon remains complex, with various stakeholders having differing perspectives. While the European Parliament’s resolution has triggered heated debates among Lebanese politicians, the Foreign Ministry has reassured the public that plans for repatriation will continue to be pursued. The safety and well-being of returnees should be a priority, and any solution must consider the challenges and risks they may face upon their return to Syria.
