Supreme Court to Seek a Humane Solution to Human-Stray Dog Conflicts in Kerala

The Supreme Court has decided to explore various perspectives in order to find a lasting and compassionate solution to the ongoing conflict between humans and stray dogs, particularly in the state of Kerala. A Bench of Justices J.K. Maheshwari and K.V. Viswanathan considered a plea from the Kannur district panchayat, represented by senior advocate P.V. Surendranath and advocate Subhash Chandran, to euthanize stray dogs presumed to be rabid and extremely dangerous.

Animal rights activists argue that this is a delicate matter that needs to be addressed legally. They claim that local authorities have not strictly enforced animal birth control regulations, leading people to resort to cruel treatment of stray dogs by labeling them as rabid or dangerous. Some instances of hanging, poisoning, and throwing stray dogs into rivers have been reported, and animal rights activists contend that such acts should not be tolerated.

However, Mr. Surendranath and Mr. Chandran shared the case of an 11-year-old boy who was mauled to death by stray dogs in Kerala, emphasizing the real and immediate danger that needs to be tackled. Advocate Jaimon Andrews, representing the Kerala State Commission for Protection of Child Rights, added that children are also victims of stray dog attacks.

The Bench has agreed to hear the case on August 16, recognizing the need to find a sustainable solution to the issue. The Kannur district panchayat submitted data indicating a significant increase in the number of reported stray dog attacks over the years, with 11,776 cases reported in 2022 and 6,276 cases up to June 2023 in Kannur alone. The panchayat estimated that there are approximately 28,000 stray dogs within its jurisdiction.

Despite efforts to control the menace by authorities, the problem persists. The petition laments the rising incidents of stray dog attacks and road accidents caused by collisions with dogs both in the district and across the state.

The Supreme Court’s decision to hear different viewpoints demonstrates a commitment to addressing the issue and finding a humane resolution. The court aims to find a balance that protects both human interests and the well-being of stray dogs. By considering all aspects and opinions surrounding the conflict, it is hoped that a sustainable and compassionate solution can be reached.
