Title: Concerns Raised Over UK’s Proposed Border Strategy by Fresh Produce Consortium

The Chief Executive of the UK’s Fresh Produce Consortium, Nigel Jenney, addressed the House of Lords Horticultural Sector Committee last Thursday, expressing alarm over the government’s proposed border strategy. He warned that the current approach is last minute and poorly thought through, posing significant challenges to the highly perishable and time-sensitive fresh produce industry.

Jenney highlighted the delay in the government’s response to the industry’s request for guidance on the Target Operating Model (TOM). He emphasized that this delay puts immense pressure on the industry to meet the hard delivery dates suggested by the government.

The fresh produce industry operates on a just-in-time basis, where products are harvested, packed, and delivered within hours to ensure their quality and cost-effectiveness. Jenney argued that the proposed border strategy, which includes government-managed border control points (BCPs), would compromise the industry’s efficient supply chain from Europe, impacting both the quality and cost of products.

The Fresh Produce Consortium has long offered alternative solutions, such as the adoption of control points managed by the industry or commercial partners. According to Jenney, government-managed BCPs add no value to the industry. He also proposed allowing responsible businesses within the industry to be trained and accredited to carry out official inspections, providing higher efficiency and a larger workforce for border security.

The consortium is deeply concerned about the inefficient nature of the current proposed border strategy. Jenney emphasized that it would have wide-ranging impacts on the industry, which heavily relies on seamless processes and timely deliveries to maintain its competitiveness.

The Fresh Produce Consortium has been proactive in presenting solutions to the government, even offering the use of their facilities for inspections in the past. However, at that time, such an option was not deemed appropriate.

Jenney concluded by highlighting the necessity of a well-thought-out border strategy that considers the unique needs of the fresh produce industry. He urged the government to collaborate with the industry and consider their proposals for better efficiency and cost-effectiveness.

In response to the concerns raised, it is essential for policymakers to carefully evaluate the proposed border strategy and its implications for various sectors. Balancing border security with the efficient movement of perishable goods like fresh produce requires a comprehensive approach that considers the insights and expertise of industry stakeholders.

As the government continues to navigate the complexities of Brexit and the UK’s new trading relationship with the EU, it is crucial to engage in open dialogue with industry representatives like Nigel Jenney and the Fresh Produce Consortium. By working together, viable solutions can be reached to ensure the future success and competitiveness of the UK’s fresh produce industry.
