Many states in Nigeria have been slow in implementing the Fiscal Responsibility Act, according to Mr. Victor Muruako, the chairman of the Fiscal Responsibility Commission (FRC). Despite some states passing the law, they have failed to establish a fiscal responsibility agency, while others have only passed the law on paper without implementing it. Currently, approximately 26 states have adopted the law, but they are at various stages of implementation.
The FRC has recognized the need to promote fiscal responsibility through the domestication of the Fiscal Responsibility Act in states. This move aims to ensure the prudent management of resources and was a condition for the Federal Government to bail out states. The National Universities Commission (NUC) and the National Board for Technical Education (NBTE) have partnered with the FRC to develop a curriculum on fiscal responsibility.
Mr. Muruako commended the Nigerian Governors Forum for facilitating peer review mechanisms among sub-national entities. He emphasized that the Commission is engaging with the Forum to encourage all states to adopt and implement the Fiscal Act. The FRC has been proactive in raising awareness about fiscal responsibility, particularly among the youth. They have signed a Memorandum of Understanding (MoU) with the National Youth Service Corps (NYSC) and the NUC to promote fiscal transparency. The FRC has conducted sensitization programs in NYSC camps and plans to expand their reach to more camps.
Furthermore, the FRC has created online platforms to engage with citizens and has organized workshops for sub-national officials, Civil Society Organizations (CSOs), and critical stakeholders. The aim is to foster the exchange of ideas and enhance fiscal transparency and accountability. The response from students has been positive, as they are implementing the knowledge gained from the Commission.
