Outrage erupts over approval of residential development on city playing fields

Cries of anger and disappointment filled the public gallery of Gloucester City Council as plans to build up to 30 homes on a playing field were approved by a narrow margin. Gloucestershire County Council’s proposal to develop a new estate on Blackbridge sports field in Podsmead was considered during a meeting at North Warehouse.

The decision sparked protests from residents who had signed a petition opposing the development of the site, with some exclaiming shame on you and what a waste of space you lot are. Despite the opposition, many felt the outcome was already predetermined since the planning committee had previously approved separate plans for a new sports complex on the remaining portion of the site.

Two rugby clubs, Widden Old Boys and Old Cryptians, were among those opposing the scheme, as they use the area slated for development for junior matches and training. Mark Elton, chairman of Widden Old Boys RFC, spoke on behalf of both clubs during the meeting. He emphasized that over 200 children would be deprived of sporting activities each week due to the loss of playing fields.

Elton stated, The area…is used each Sunday…for rugby union for children. With the conversion of the land, these 200 children each week and 600 at annual county festivals would be unable to train or play rugby. The impact on the rugby clubs was a major concern for several councillors, who ultimately had a split vote on the matter.

Mark Godson, speaking in support of the proposals on behalf of the county council, highlighted that the plans had been developed over several years and gone through two consultations. He explained that approval of the residential application was crucial for the delivery of the previously approved sports hub, as the applicant would transfer the remaining playing field to the city council under a covenant for community use.

The committee chairman, Gordon Taylor, declared a prejudicial interest in the meeting due to his employment at The Crypt School, located adjacent to the site. He left the room before the planning application was discussed, and Vice Chairman Steve Morgan took over. Ultimately, there was a split vote among the councillors, with five in favor, five against, and one abstention.

In his role as chairman, Cllr Morgan used his casting vote to break the deadlock and approve the scheme. This decision prompted jeers and protests from the packed public gallery. Despite the controversy surrounding the approval, the officers had recommended the scheme in light of the site’s housing allocation in the city plan.

The outcome of the meeting indicates the ongoing tension between development and preserving open spaces for sporting and community activities. The concerns raised by local residents and sports clubs highlight the impact these decisions can have on the availability of recreational opportunities for children and the community at large.

It remains to be seen how the approved housing development will progress and what measures, if any, may be taken to mitigate the loss of playing fields. The response from those opposing the scheme shows a continued need for thoughtful and balanced consideration of development plans that take into account the long-term impact on community resources and amenities.
