Governor Roy Cooper Takes Action to Support Individuals Leaving Prison

In a press conference held at the governor’s mansion, Governor Roy Cooper announced a comprehensive executive order aimed at providing assistance to the approximately 18,000 individuals released from North Carolina prisons each year. The order, titled Establishing a unified approach to improving education, rehabilitation, and reentry services for incarcerated and formerly incarcerated people in North Carolina, outlines a whole of government strategy to promote successful prison reentry.

Under the new executive order, the Department of Adult Correction (DAC) will spearhead a coordinated effort with all Cabinet agencies to expand housing options for incarcerated individuals. Additionally, steps will be taken to ensure that those leaving prisons have access to Medicaid, improving their chances of receiving necessary healthcare services. The executive order also seeks to enhance the economic mobility of formerly incarcerated individuals by expanding their access to education, technical training, and apprenticeships both before and after their release.

Secretary Todd Ishee of the DAC expressed his enthusiasm for the executive order, stating, I often say that hope is the most valuable commodity in prison. Today, Governor Cooper’s new executive order will energize hope not only within our correctional system but with families, partners, advocates, stakeholders, and everyone across our state.

With approximately 30,892 individuals currently in state prisons, and 95% of them expected to return to their communities one day, Governor Cooper believes that now is a critical time to address the barriers faced by those leaving prison. By enrolling North Carolina in the national initiative known as Reentry 2030, the executive order commits the state to expand access to reentry support services. The aim is to help individuals successfully transition back into society by providing the necessary tools and resources.

Cooper’s executive order sets ambitious benchmarks to be achieved by 2030. These include reducing the state’s recidivism rate by 50% and increasing the number of accredited vocational programs available in state prisons. The order also directs cabinet-level agencies to improve Parole Commission processes, enhance work release and employment opportunities for currently incarcerated or formerly incarcerated individuals within state government, and offer more support to veterans entangled in the justice system.

It’s important to note that the executive order will remain in effect until the end of 2030, but its longevity depends on the actions of Governor Cooper’s successor.

Individuals leaving prison often encounter a multitude of challenges that can impede their successful reintegration into society, including limited access to housing, education, and employment opportunities. These barriers increase the likelihood of them returning to the criminal justice system. Governor Cooper’s order seeks to address these challenges head-on and give formerly incarcerated individuals a fair chance at rebuilding their lives.
