NSSF Campaign Uncovers Over Shs70 Billion in Employer Noncompliance, Uganda

Halfway through the recently launched whistleblower campaign, the National Social Security Fund (NSSF) in Uganda has recovered a staggering Ugx70 billion from reported cases of employers defaulting on contributions. The campaign, which aims to encourage workers to report noncompliant employers, has received 622 cases involving over 480 employers across the country. Private security companies account for over 30% of the reported cases, followed by the manufacturing and education sectors.

The response from workers across the country, and across several sectors of the economy, is encouraging, said NSSF Ag. Managing Director Gerald Paul Kasaato. The recovered funds have been identified through an automated audit process and direct demand notes. Kasaato expressed his confidence in reaching the Fund’s compliance target of 60% by the end of January 2024.

In November of last year, NSSF unveiled an upgraded web-based Whistleblower Portal to enhance member reporting capabilities. The new portal offers complete anonymity for whistleblowers to protect them from potential victimization and includes an automatic tracking feature for reported cases. Additionally, government labor inspectors can now use the portal to report government contractors who fail to fulfill their contribution obligations as outlined in the NSSF Act.

To ensure employers can meet their social security obligations without affecting their cash flows, NSSF has implemented mechanisms such as deeds of settlement that allow for payment flexibility. However, Kasaato emphasized that uncooperative employers will not be spared legal consequences.

The NSSF’s whistleblower campaign has been met with an overwhelming response, reflecting the determination of workers countrywide to ensure employers adhere to their contribution obligations. This milestone recovery of Ugx70 billion serves as a strong indicator that efforts to enhance compliance are bearing fruit. NSSF’s commitment to transparency and accountability remains resolute, and with the ongoing participation and support of workers, the Fund aims to foster a culture of compliance across all sectors of the economy.
