Kejriwal further explained that the ordinance was already implemented in Delhi, which is often considered a half-state, and could be implemented in other states such as Tamil Nadu, Maharashtra, and West Bengal. He expressed concern that by promulgating such ordinances, the Centre could undermine all matters falling within the concurrent list of the Constitution of India.
