Knoxville Police Reports Significant Crime Reduction in 2023, US

KNOXVILLE, Tenn. — East Tennessee has seen a year filled with manhunts, cold case closures, and trials resulting in justice served. While the communities in the region are generally safe, crime is still present. Public safety and the pursuit of justice have been at the forefront of the government’s efforts in 2023.

Knoxville Police Chief Paul Noel highlighted the positive trends in crime statistics, stating that murders were down by 30%, and overall violent crime categories had seen a significant decrease. This success was attributed to a reshuffling of the department’s structure and increased community engagement with groups like Turn Up Knox.

In addition to focusing on crime prevention, Chief Noel recognized the need for cultural changes within the police department. Efforts to address these issues and improve the department’s image have been underway, with progress being made gradually.

However, there was an unfortunate incident in February that marred the police department’s reputation. The death of Lisa Edwards, who became unresponsive in the back seat of a police cruiser, was captured on body camera footage. Three out of the four officers involved faced disciplinary action, with one being demoted and two others suspended without pay. Chief Noel expressed his disappointment and embarrassment regarding the incident.

Throughout the year, investing in genetic testing and genealogical research proved to be a valuable tool in solving cold cases in East Tennessee. The Tennessee Bureau of Investigation’s Unidentified Human Remains DNA initiative successfully identified several victims who had remained unidentified for decades. One of the first victims identified was Jerry Harrison, whose skeletal remains were found in 1986.

Tragedy struck the Knox County Sheriff’s Office when Deputy Tucker Blakely lost his life while responding to a domestic call. Deputy Blakely, who had recently been chosen to be a canine handler, was shot, and the suspect also died during the incident. A multi-day manhunt ensued, and eventually, murder suspect Jason Dockery was apprehended in Union County. Dockery was accused of murdering Shystie Mayberry, a mother of four.

East Tennessee experienced a series of manhunts, with James Burch being on the run for three days after allegedly shooting his wife in Loudon County. His capture ensured the safety of the community.

Another fugitive, Sean Williams, managed to escape on his way to court in Greeneville, facing charges related to child rape and child pornography. He evaded capture for over a month before being caught in Florida.

Justice was partially served for the attempted murder of Johnkelian John John Mathis and Azley Mills, who were targeted by three assailants while leaving Austin-East High School. While one defendant was acquitted, another was found guilty, and the third had no verdict in the attempted murder trial. Unfortunately, John John Mathis was shot and killed months later, and his case remains unsolved.

The driver of a tractor-trailer that fatally struck Loudon County Sgt. Chris Jenkins was sentenced to 10 years in prison after pleading guilty to multiple charges.

One significant change for the Knoxville Police Department in 2023 was the move to a new headquarters. The department relocated to the city’s Public Safety Complex, leaving the old safety building near the Civic Coliseum.

In summary, 2023 has witnessed a series of manhunts, the closure of cold cases, and ongoing efforts to ensure public safety and justice in East Tennessee. While progress has been made, challenges remain in law enforcement and addressing unsolved cases.
