TfL’s new driving rule coming in 2024 with drivers getting star-rating

TfL has announced a new rule for drivers which will come into force in 2024. The rule aims to reduce the number of deaths and injuries on London roads by implementing a star-rating system for vehicles. TfL has already assigned star ratings to vehicles based on the Direct Vision Standard (DVS), which measures the visibility that drivers have of the road and surroundings through their cab windows, ensuring the safety of other road users.

Starting from October 28, 2024, lorries over 12 tonnes must have a minimum three-star rating or fit a Progressive Safe System to operate and drive in Greater London. Failure to comply with these new requirements will result in drivers receiving a Penalty Charge Notice (PCN), as reported by autotrader.

According to TfL, all lorries over 12 tonnes entering or operating in Greater London need to hold a valid HGV safety permit, regardless of whether the operator considers the vehicle to meet the standards. This permit is essential to avoid receiving a PCN.

If your vehicle has a star rating between zero and two, TfL advises owners of newly registered vehicles to start the permit application process as early as possible, even if the vehicle’s registration mark (VRM) is not yet known to TfL.

To check if TfL has details of your VRM and the star rating of your vehicle, you can refer to TfL’s website. If your VRM does not match any vehicle details in their system, you will receive a message stating ‘Vehicle details not found,’ and you will need to provide TfL with proof of the vehicle’s star rating, as provided by the vehicle manufacturer.

If the proof of star rating does not include the VRM, you should submit the documentation along with a copy of your V5C log book (or foreign equivalent) or a document from the DVLA confirming both the vehicle’s VRM and vehicle identification number (VIN).

This new rule by TfL aims to prioritize road safety in London and reduce the number of accidents and fatalities. It is important for all drivers and vehicle operators to familiarize themselves with the requirements and ensure their vehicles meet the necessary star rating or have the Progressive Safe System installed before the deadline in 2024.
