Government Set to Introduce Bills for Central Tribal University, Women’s Quota: Winter Session Details, India

The Central government is gearing up to introduce seven new Bills in the upcoming Winter Session of Parliament. These proposed legislations include the establishment of a Central Tribal University in Telangana and the provision of women’s quota in Jammu and Kashmir and Puducherry Assemblies.

Scheduled to commence on December 4, the Winter Session of Parliament will feature a total of 18 Bills, three of which aim to replace the Indian Penal Code, Code of Criminal Procedure, and the Indian Evidence Act with new criminal justice laws. The government has listed the Bharatiya Nagarik Suraksha Sanhita 2023, Bharatiya Nyaya Sanhita 2023, and Bharatiya Sakshya Bill 2023 for this session. These bills were previously referred to the Standing Committee on Home Affairs and the report was presented on November 10, 2023.

In addition to these criminal justice bills, the government will introduce several other legislations, including The Boilers Bill, 2023, The Provisional Collection of Taxes Bill, 2023, The Central Goods and Services Tax (Second Amendment) Bill, 2023, The Jammu and Kashmir Reorganization (Amendment) Bill, 2023, The Government of Union Territories (Amendment) Bill, 2023, The National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2023, and The Central University (Amendment) Bill, 2023.

One significant bill among these is the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service, and Term of Office) Bill, 2023. This legislation deals with the procedures for the appointment and functions of the Election Commission. It proposes that the President appoints Election Commissioners based on the recommendations of a panel comprising the Prime Minister, the Leader of the Opposition in Lok Sabha, and a Union Cabinet Minister nominated by the Prime Minister.

The government has called for an all-party meeting on December 2, ahead of the Winter Session, to discuss the legislative agenda. The session is set to conclude on December 22.

The introduction of these bills reflects the government’s commitment to address various important issues and bring about significant changes in different sectors. By proposing the establishment of a Central Tribal University and providing women’s quota in legislative assemblies, the government aims to promote inclusive governance and ensure representation for marginalized communities.
