Headline: Biden Administration Releases National Spectrum Strategy to Meet Growing Demands of Telecoms, Mobile, and Cable Communications in the United States

Lead Paragraph: The Biden administration, in collaboration with the National Telecommunications and Information Administration (NTIA), has unveiled its National Spectrum Strategy on November 13, 2023. This strategy aims to tackle the increasing demand for wireless spectrum and accommodate the wide range of wireless technologies present today and in the future. With a clear commitment to studying specific frequency bands and opening federal spectrum for commercial use, the strategy aims to support the growth of telecoms, mobile, and cable communications in the United States.

Federal Communications Commission Chairwoman Jessica Rosenworcel praised the administration’s strategy, highlighting the need to acknowledge and study the various wireless technologies in existence and those that may emerge in the future. She emphasized the inclusion of 2,790 megahertz of spectrum in the strategy, as well as the importance of providing opportunities for commercial use of federal spectrum in the near term.

To address the escalating demand for spectrum-based services, the NTIA is currently studying certain spectrum bands for potential repurposing. Additionally, the strategy has identified five additional bands to be studied, which could support wireless broadband, drones, and satellite operations. The NTIA aims to complete its study within the next two years.

The strategy also recognizes the exploding demand for satellite-based services in areas such as consumer broadband, in-space assembly and manufacturing, earth observation and imaging, and cislunar activities. Several spectrum bands identified in the strategy could provide additional capacity for space-based systems and operations.

Highlighting the Biden administration’s focus on artificial intelligence (AI) in policymaking, the strategy aims to encourage investments in emerging technologies that enhance secure spectrum access and sharing. By enabling real-time, dynamic spectrum sharing and intelligent spectrum management, these technologies, such as AI and machine learning, could support advancements in the telecommunications sector.

The United States government, through the White House Office of Science and Technology Policy and in coordination with federal agencies, plans to develop a National Spectrum Research and Development Plan. As part of this plan, the NTIA intends to establish best practices for conducting spectrum analyses to support effective spectrum management decisions. Increased transparency in the decision-making process is expected to provide valuable insights to the spectrum industry and potentially facilitate spectrum sharing between commercial and federal users.

As the United States takes significant steps towards addressing the ever-increasing demand for wireless spectrum, this National Spectrum Strategy aims to support the growth of telecoms, mobile, and cable communications in the country. By considering emerging technologies, studying specific bands, and promoting spectrum sharing, the Biden administration seeks to ensure efficient and secure access to spectrum resources, fostering innovation and progress in the telecommunications sector.
