Bipartisan Senators Introduce Groundbreaking AI Transparency Legislation
A group of bipartisan senators has introduced new legislation aimed at addressing transparency and accountability in the rapidly advancing field of artificial intelligence (AI). The proposed bill, known as the Artificial Intelligence Research, Innovation, and Accountability Act, sets regulatory guidelines for AI testing and usage across various industries, marking a significant step towards comprehensive AI regulation.

Furthermore, the legislation grants additional safeguards for critical-impact AI systems with applications involving biometric data collection and processing, critical infrastructure, or the criminal justice system. In a bid to enhance transparency, the Thune-Klobuchar bill tasks the National Institute of Standards and Technology with the development of standards for capturing and disclosing the development chain, or provenance, of digital content. This initiative aims to enable users to determine whether AI played a role in producing specific content and assess its authenticity.
The introduction of this sweeping legislation comes amid heightened attention to AI policymaking by Congress and the Administration. In June, Majority Leader Chuck Schumer (D-NY) and a bipartisan group unveiled the SAFE Innovation Framework, focusing on AI regulation, while Senators Richard Blumenthal (D-CT) and Josh Hawley (R-MO) presented their privacy framework for AI regulation in September.
With dozens of targeted bipartisan AI bills pending in Congress, including several making progress through committees, the Thune-Klobuchar bill stands out as one of the first to propose comprehensive regulation of AI testing and usage across industries. Moreover, President Biden’s recent AI executive order outlines a holistic strategy to support the safe and secure development and deployment of AI.
