In a heartbreaking incident, the flawed criteria of the Amber Alert system failed to save the life of 5-year-old Prince McCree, bringing the urgent need for an update to the forefront. The devastating realization that our current system was unable to rally the Milwaukee community in the search for Prince, who went missing on October 25, is a bitter pill that his family and neighbors are still struggling to swallow.

The Amber Alert, designed to inform an entire community or region about an abducted child, should have been activated for Prince. Tragically, his lifeless body was found in a dumpster near his home on October 26. However, Wisconsin’s criteria for triggering an Amber Alert are stringent, necessitating clear evidence of abduction, a description of the suspect or their vehicle, and a belief that the abducted child is in immediate danger. Despite the uncertainty surrounding Prince’s disappearance and the absence of conclusive information about the suspects, the urgency of his situation remained undiminished. His family pleaded for help, and the community was willing to rally.

Updating the resources available to locate missing children is not only crucial but also a much-needed consolation. It would expand the tools used by law enforcement and ensure that the neighborhood is swiftly alerted to such distressing situations.

Prince McCree’s parents, like many others, discovered firsthand the frustratingly narrow criteria of the Amber Alert system. When a child goes missing, the fear and confusion that envelop a family are compounded by the challenges of navigating this alert system. While the intent behind these criteria is to prevent excessive or desensitizing alerts, they also result in cases like Prince’s being overlooked, where the circumstances surrounding the child’s disappearance are uncertain. This harsh realization serves as a brutal lesson in bureaucratic limitations when every passing second hangs like a lifeline.

Insulting and disheartening, parents in crisis should never be told that the abduction of their child does not meet the requirements for an alert system they have come to rely on in times of need.

Prosecutors have now charged two individuals, a 27-year-old and a 15-year-old who lived in the same multifamily home as Prince’s family, with his death. According to the criminal complaint, Prince’s mother kept him home from school on October 25 due to illness. As she often did, she allowed her son to play video games in the basement with one of their neighbors. However, after waking up from a nap, she discovered her child was gone.

Upon the discovery of Prince’s body, it was shocking to learn that some neighbors were not even aware that a child had gone missing. This tragic oversight must not be repeated, and it is our collective responsibility to ensure it never happens again.

The disheartening truth lies in the statistics: since 2003, Wisconsin has only issued 57 Amber Alerts, while in Milwaukee alone, hundreds of children have gone missing during that time. Clearly, the existing system is failing them in its current state.

The solution to this problem lies right within our reach. Wisconsin already employs the Silver Alert program effectively to locate missing seniors. Through this program, alerts are sent directly to people within a 5-mile radius of the senior’s last known location, effectively reducing the chances of alert recipients becoming desensitized. It is time we acknowledge that our children are equally vulnerable and demand immediate and widespread community action when they go missing.

Connecticut and Indiana have recognized this crucial fact and have incorporated children into their Silver Alert programs. Indiana has even tailored its Silver Alert to specifically address the category of a missing endangered child, providing a template for Wisconsin and other states to follow. There is no reason why all states shouldn’t adopt this approach.

We owe it to our children to implement an alert system that reaches as many individuals as possible, initiating the search for a missing child the moment it is needed, without any delay. Every child’s life is worth the full measure of our resources, and it is imperative that we improve the existing system by creating a comprehensive and effective alert system. Let us honor Prince’s memory and support every family that has suffered the anguish of a missing child. We must ensure that no child falls through the cracks again, and I urge my colleagues to join me in this vital endeavor.
