Recognizing the country’s determination and hard work, the Commission acknowledged key milestones achieved in areas such as justice system reforms, curbing the influence of oligarchs, and combating money laundering. The Commission’s forthcoming report on enlargement is expected to reflect this remarkable progress, highlighting Ukraine’s potential to move towards the next stage of the accession process.

Economic modernization was another crucial topic discussed at the meeting. Acknowledging Ukraine’s efforts to rebuild and modernize its economy, the European Commission reaffirmed its support by providing substantial financial aid, totaling almost EUR 83 billion. To address the nation’s current economic needs, the Commission has proposed an additional EUR 50 billion until 2027 to further support Ukraine’s modernization efforts. This commitment is contingent on the development of the Ukraine Plan, emphasizing necessary reforms and investments. Notably, the solidarity lanes initiative has played a pivotal role in facilitating Ukraine’s export of over 100 million tonnes of goods, with agri-food products comprising more than half of these exports. The revenues generated from these initiatives have reached a remarkable EUR 42 billion within the past 16 months. The European Commission expressed its appreciation for Ukraine’s resolve in re-establishing navigation on the Black Sea, enabling increased grain exports. It reiterated its commitment to reinforcing the solidarity lanes, with EUR 1 billion already pledged for investment.

Highlighting Europe’s determination to hold Russia accountable for its aggression, the European Commission announced plans for a 12th package of sanctions. The forthcoming package will include new listings, targeting individuals involved in Russia’s military invasion and occupation of Ukraine, as well as those responsible for abducting children and propagating fake news. The sanctions will incorporate import and export bans, along with measures aimed at tightening the oil price cap. Additionally, efforts to address sanctions circumvention will be intensified. The European Commission emphasized its close coordination with G7 partners and stressed Russia’s responsibility to bear the economic consequences of its actions. Furthermore, it proposed utilizing the immobilized Russian sovereign assets in Europe, estimated at EUR 200 billion, to contribute to Ukraine’s rebuilding efforts.

President Zelenskyy welcomed the support received from the European Commission, expressing gratitude for the engagement displayed during the Peace Formula meeting in Malta. Both parties shared a common goal of achieving a just and lasting peace in Ukraine, and the European Commission assured its unwavering support.
