UN Briefs Security Council on Complex Situation in Somalia: Political Developments, Security Measures, and Humanitarian Crisis Addressed

The Special Representative of the UN Secretary-General, Catriona Laing, gave a comprehensive briefing to the United Nations Security Council regarding the complex situation in Somalia. Joined by Souef Mohamed El-Amine, the Special Representative of the Chairperson of the African Union Commission, Laing emphasized the United Nations’ commitment to supporting Somalia’s journey toward peace and prosperity.

Political developments took center stage in the briefing. Laing provided updates on the National Consultative Council’s proposals for a future electoral system in Somalia, emphasizing the need for inclusive dialogue and proper legislative processes. She expressed concern over Puntland’s absence from the NCC and urged both the Puntland state government and the Federal Government to engage in dialogue to maintain stability.

Laing also focused on the situation in Laascaanood, highlighting that while conditions are currently calm, there is still the potential for renewed violence. The United Nations has been actively coordinating conflict resolution efforts in the area to prevent further escalation.

Security matters were not overlooked, as Laing highlighted the ongoing efforts against Al-Shabaab, emphasizing the need for stabilization in newly recovered areas. She also addressed the impact of the ATMIS drawdown on both the population and the UN’s ability to fulfill its mandate.

The humanitarian crisis in Somalia, exacerbated by climate change, was a crucial point of concern. Laing called for immediate and substantial funding to address the needs of 7.6 million people. She emphasized that the current Humanitarian Response Plan is only 39.4% funded, necessitating urgent action.

The role of women in peace and security was another topic Laing touched upon. She commended the Federal Government for approving bills to protect human rights and urged swift enactment and implementation of these legislative developments.

Laing praised Somalia’s progress towards reaching the HIPC completion point by December and encouraged international partners to continue supporting the nation in these critical times.

In conclusion, Somalia finds itself at a critical juncture, requiring sustained international support. The United Nations remains resolute in its commitment to assisting Somalia’s path to peace and prosperity.
