Civilians Suffer Majority of Violence in South Sudan: UNMISS Report

Civilians in South Sudan continue to bear the brunt of violence, with a recent report from the United Nations Mission in South Sudan (UNMISS) highlighting the dire situation. The report states that between April and June 2023, there were 222 incidents of violence against civilians, resulting in the deaths of 395 individuals, including 128 children. Additionally, 281 civilians were injured, 166 were abducted, and 29 suffered from conflict-related sexual violence.

The report reveals a 14% increase in violent incidents compared to the previous quarter, while the number of civilians harmed decreased by 5%. Specifically, the number of civilian deaths decreased slightly by 2%, but the number of injuries increased by 20%. The number of abductions decreased, but there was a concerning rise in cases of conflict-related sexual violence.

The majority of the violence, accounting for 87% of victims, was perpetrated by community-based militias and civil defense groups known as intercommunal violence. The impact was particularly severe in Warrap State, which accounted for 34% of all civilian victims. Other heavily affected states include Jonglei, Upper Nile, Eastern Equatoria, and Central Equatoria.

Nicholas Haysom, the Secretary-General’s Special Representative in South Sudan, expressed concern for the plight of ordinary civilians and stressed the need to strengthen justice and accountability systems to address these crimes. Haysom highlighted the importance of providing a conducive environment for civic and political freedoms, as South Sudan prepares for elections in 2024.

However, UNMISS also documented cases of restricted fundamental freedoms, including censorship, harassment, arbitrary arrests, and detention of individuals expressing critical views. Such undue restrictions negatively impact civic and political space in the country.

To address these issues, SRSG Haysom emphasized that UNMISS will continue to advocate for a conducive environment for the exercise of civic and political freedoms. Collaborative efforts with the South Sudan Human Rights Commission and civil society organizations were highlighted as crucial in promoting freedom of expression and assembly.

As South Sudan moves toward elections, it is imperative for the Transitional Government and other stakeholders to take credible steps in strengthening justice and accountability systems, protecting affected communities, and expanding civic and political space. The involvement of all parties to the conflict, demonstrating clear political will, is essential in laying the foundation for a just, prosperous, and peaceful South Sudan.
