Government’s Abandonment of Salt Reduction Targets Linked to Thousands of Avoidable Deaths, Study Finds in England

Introduction
A recent study has revealed that the termination of government-led efforts to reduce salt intake in England has had alarming consequences. Health experts argue that this decision has led to thousands of avoidable premature deaths, highlighting the importance of maintaining a proactive approach to public health.

The Salt Reduction Drive and its Consequences
Salt consumption is a significant contributor to high blood pressure, a condition that can ultimately result in heart attacks and strokes. In 2006, the Food Standards Agency (FSA) in England initiated a program aimed at persuading food manufacturers to reduce salt levels in a wide range of processed and prepared foods. This endeavor led to a substantial 20% reduction in the average salt intake among the population.

However, in 2011, the coalition government abandoned this approach in favor of the “public health responsibility deal,” which allowed food producers to determine their own salt content levels. Public health experts criticized this voluntary approach, contending that it lacked the regulatory teeth of the FSA’s tactics.

The Alarming Reversal
Following the change in approach, average salt intake in England began to rise again, going from 7.58g a day in 2014 to 8.39g a day in 2018, according to a study published in the Journal of Hypertension. The analysis of health figures indicates that progress has “stalled” since then.

Experts recommend a daily salt intake of no more than 6g for maintaining good health. The decision to abandon salt reduction targets not only halted the decline in blood pressure levels across the population but also put a stop to the decreasing rate of deaths caused by heart attacks and strokes, both of which had shown improvement as food products became less salt-laden.

The Human Toll
Dr. Jing Song from Queen Mary University of London (QMUL), who led the research team, estimates that had the salt reduction drive continued, the average salt intake would have further decreased by 1.45g a day between 2014 and 2018. This could have prevented over 38,000 deaths from strokes and heart disease within that four-year period, with 24,000 of these being premature deaths.

Graham MacGregor, a professor of cardiovascular disease at QMUL and chair of the campaign group Action on Salt, emphasized the need for government intervention. He stated, “It is now up to the government to set up a coherent strategy where the food industry is instructed what to do, rather than the food industry telling the government what to do.”

Calls for Government Action
The study’s findings underscore the lack of progress in reducing salt levels in our food in recent years, according to the British Heart Foundation. John Maingay, the charity’s director of policy and influencing, urged ministers to mandate lower salt levels in food products to address the high salt intake among the population. Maingay highlighted the potential impact, stating, “Helping the nation to cut its salt intake would prevent more heart attacks and strokes, easing pressure on the NHS, and the government and food industry have a critical role to play in this.”

In light of these findings, there is growing support for increased incentives for food manufacturers to reduce salt content and a reconsideration of mandatory measures to supplement the current voluntary program.
