Newport City Council Proposes Nighttime Closure Renewal of Market Arcade to Prevent Anti-Social Behaviour

Newport City Council is considering renewing the nighttime closure of Market Arcade in an effort to combat anti-social behavior and crime. The council believes that the closure has been effective in reducing issues such as property damage, graffiti, and drug-related activities. The current closure was implemented through a Public Spaces Protection Order (PSPO) in 2020 and has been deemed successful in curbing these problems. However, PSPOs can only be imposed for a maximum of three years, prompting the council to make a decision on whether to continue the closure or remove the gates that prevent access outside of business hours.

The Market Arcade, built in 1869 and previously known as Fennell’s Arcade, serves as a thoroughfare connecting High Street to Market Street. In recent years, the arcade has undergone extensive renovations and is now a proud part of a regenerated central area, along with the Newport Arcade and the Indoor Market. The council’s intention to protect this revitalized part of the city centre is the driving force behind the proposed renewal of the PSPO. However, the final decision rests upon a public consultation and the approval of councillors.

The council acknowledges that anti-social behavior remains a risk in central Newport, which is already covered by its own PSPO. If the gates were to be removed, the council predicts a resurgence of the problems that initially led to the implementation of the PSPO. To avoid this, the council recommends renewing the PSPO and introducing fines of up to £1,000 for those who breach it. This proposal is expected to gain support from various stakeholders.

Councillor James Clarke, the cabinet member for strategic planning, is likely to approve a public consultation on the renewal at the beginning of September. The consultation will include input from ward councillors, the police and fire service, as well as local businesses. Additionally, members of the public will have the opportunity to voice their opinions on the PSPO renewal plan.

By renewing the nighttime closure of Market Arcade, Newport City Council aims to maintain the positive transformation of this part of the city centre and prevent a return to the issues that plagued it in the past. The proposed PSPO renewal, accompanied by increased penalties, seeks to ensure a safer and more inviting environment for residents, visitors, and businesses alike.
