Negligence in Transportation of Undertrials Led to Murder: Investigation Report
A recent investigation report has shed light on the tragic murder of an undertrial person, Kuldeep Singh Jaghina, and the serious lapses in the transportation of two undertrials involved in the Kripal Jaghina murder case. The report, submitted by the Inspector General (crime) to the Director General of Police (DGP), reveals alarming negligence on the part of the police escort and jail authorities, raising concerns about the safety and security protocols.
According to the report, the police escort accompanying the undertrials failed to respond appropriately when the bus reached the Amoli toll plaza. Additionally, there was a lack of proper communication between the jail authorities of Bharatpur and Jaipur central jail. The Bharatpur police had classified Kuldeep and Vijay Pal as hardcore criminals, and this information should have been communicated during their transfer. Such communication would have facilitated high-security transportation arrangements by the jail authorities in Jaipur and the local police.
The investigation report also questions why the investigating officer, specifically the case officer handling the Kripal Jaghina murder case in Bharatpur, did not explore the possibility of an online appearance for the two accused individuals through a public prosecutor. The report emphasizes that an application should have been filed in court to explore this alternative.
Furthermore, the report highlights the need for additional briefing on weapons, considering the hardcore status of both undertrials, and the guards responsible for their transportation should have been equipped accordingly. The report concludes that transporting the undertrials in an RSRTC bus was an inadequate and unsafe option, further emphasizing the shortcomings in their security measures.
